Role Purpose
The role of Regional Mechanical Engineering Lead is to plan, manage and co-ordinate all of the engineering and commissioning activities within the business unit (BU). To oversee the processes for design management, commissioning and project engineering ensuring consistent application of agreed procedures and utilization of standard forms. The role also requires the ongoing mentoring of all engineering personnel in the region to ensure their continued development.
Regional Mechanical Engineering Lead’s Roles & Responsibilities
General
- Ensure the Design management process is followed on all projects in the region.
- Ensure the Commissioning process is followed on all projects in the region.
- Ensure Project Engineering process is being followed on all projects in the region.
EHS
- Read & understand EHS plan.
- Ensure EHS requirements are being followed by all engineers in the BU.
Procurement
- Ensure the correct procurement process is being followed and tracked on all projects in the region.
- Assisting with technical advice for the negotiation of packages or variations with vendors/subcontractors
- Managing the production RFQ’s packs for materials and equipment.
- Provided technical reviews on quotations or tenders.
- Ensuring scope of work documents for subcontract packages are prepared with the required level of detail.
- Ensure delivery of equipment and materials are correctly tracked and managed by the engineering team.
Quality
- Ensure the quality process is being followed by the engineers on all projects in the region.
- Actively involved in maintaining the quality standards of the works.
- Ensure benchmarks/FOKs are being produced and approved on all projects in the BU.
- Ensure LEED, BREEAM or applicable authority approvals plan in line with the project requirements are developed.
- Ensure O&Ms are produced in line with the specification and agreed program.
Planning
- Review and understand the project schedule, millstone dates and sequence.
- Development of ROJ dates and understanding the capital plant delivery requirements.
- Ensuring the procurement and technical submittal schedule/tracker is maintained on all projects in the region.
Business Development
- Prepare technical summary of the scope of work and the key challenges and submit to the project manager for approval.
- Develop relationship with clients, designers and main contractors through daily interactions and by attending social events.
- Report any potential leads to securing new work to project manager.
- Arrange social gatherings and events (with the consent of the project manager) for the project mechanical engineering team.
Engineering
- Assist Engineering Manager with the continuous improvement of existing Engineering Processes.
- Ensuring that Engineers are complying with Engineering Procedures the Kirby way
- Arranging and chairing Engineering Kick-Off Meetings on Projects and ensuring every engineer is clear on their project role and responsibilities
- Development and track production of Technical Submittals. Ensure technical submittals are being reviewed internally and are to an acceptable standard.
- Assist with equipment technical reviews and selections. Ensure the delivery of long lead equipment is correctly tracked and managed.
- Production of Engineering Alerts based on project findings, for groupwide circulation
- Assist BUL in resolving any significant technical issues that cannot be resolved on site.
- Technical review of Tenders when required, manage outsourcing of review on larger tenders.
- Develop, track and manage design responsibility matrix. Engage relevant engineering consultants on CDP packages and ensure designs comply with local standards and the relevant design intent.
- Ensure interface with the engineering and BIM teams. Ensure the BIM model and coordinated drawings are reviewed by the project team to ensure it is compliance with the P&ID’s, schematics and project specifications.
- Attend Tender Interviews as required to promote technical capabilities.
- Ensure National regulations are available for review by the engineers and familiarisation process takes place.
- Collation of Engineering Lessons Learned on Projects for future use.
- Identify and present Value Engineering items.
- Highlight emerging technologies and technically and technically access innovative suggestions in the region.
Testing and Commissioning
- Ensure commissionability reviews are conducted on all systems.
- Implementation and management of the commissioning and testing activities as per Kirby QMS processes
- Understanding of client commissioning process and review of the client/project commissioning plan.
- Assist with development of Kirby commissioning plan and implementation of same.
- Ensure the testing protocols/scripts are developed and execution of SAT’s. i.e. Level 2 and 3 tests are co-ordinated, recorded and witnessed.
- Ensure client training plan is developed and implemented.
Risk Management
- Proactive Risk Oversight
- o Lead risk identification, assessment, and mitigation strategies for engineering activities
- o Addressing technical, schedule, resource and regulatory risks
- o Collaborate with operations teams to ensure a seamless transition to the operational phase.
- Continuous Risk Monitoring and Resolution
- o Monitor and track identified risk.
- o Taking ownership of resolutions and corrective actions.
- o Escalate significant risks to senior management or project sponsors as required.
- Risk Culture & Reporting
- o Foster a culture of risk management within the engineering function.
- o Provide regular, transparent risk reports, including mitigation efforts and escalation outcomes.
Communication
- Complete monthly engineering reviews on projects and issue report to engineering manager identifying corrective actions
- Ensuring engineers are operating in accordance with the R&Rs.
- Highlight the risks that arise to the PM/Engineering manager and populate monthly risk log/register.
- Manage and resolve risks and potential roadblocks with mitigation and management plans.
Commercial
- Understand the commercial fundamentals of a project including, potential variation logs and take offs’ etc.
- Advise the QS and PM of any potential cost impacts to the project on an ongoing basis.
- Ensure that there is a change / design deviation log in place for each project the agreed change management process is being implemented and followed.
HR
- Assisting in the development of the overall capability and capacity of the engineering function at Kirby through direct engagement of engineers, project managers and operations leads.
- Assisting with the recruitment process for Engineers, attending interviews and determining suitability for a given project
- Execution of Engineering Inductions for new Engineers
- Ensure Project specific R&Rs are communicated to all engineers in conjunction with the operations manager and project managers in the region.
- Ensure engineering manager is aware of all new starts in the region
- Attend CPD workshops and events.
- Proactively and vigilantly keep information secure and fully comply with the Kirby Information Security Management System (ISMS).
Training and Mentoring
- Identify Training needs and ensure that these needs are met.
- Mentoring and supporting Engineers, conducting regular visits to sites to review individual progress.
- Assist the engineers in achieving goals and objectives.
- Providing training to engineers and arranging 3rd party training where required.
- Encouraging professional registration for all engineers.
- Develop and maintain competence matrix for all engineers in the region.
- Ensure training plans for individuals identified for leadership progression are implemented.
- Conduct Annual Appraisals in conjunction with line managers and arranging follow-up sessions.
- Conducting Salary Package reviews in conjunction with the Engineering Manager and HR Team.
