Role Purpose The Commissioning Manager is responsible for the planning, management, coordination, and execution of all turnover, testing, and commissioning activities across assigned projects.
The role ensures consistent application of Kirby’s commissioning processes, SOPs, and quality standards, while maintaining full compliance with project specifications, statutory requirements, and client expectations. The Commissioning Manager will also mentor and develop commissioning personnel to ensure both project success and long‑term capability growth within the business.
Key Responsibilities Leadership & Commissioning Strategy
- Lead all turnover, testing, and commissioning activities across assigned projects or regions
- Develop and implement Commissioning Plans, strategies, and protocols aligned with construction programmes
- Act as the primary commissioning interface with clients, consultants, and project teams
- Mentor, coach, and develop commissioning engineers, authorised persons, and testers
Planning, Systems & Readiness
- Develop and review:
- Commissioning Plans and schedules (Level 0–5)
- System matrices and boundaries
- Commissioning protocols and narratives
- Integrated Systems Testing (IST) documentation where required
- Chair commissioning and turnover kick‑off meetings
- Lead commissionability reviews and provide constructability and sequencing input
Quality, Compliance & Governance
- Ensure system walk‑downs are completed and test packs are correctly maintained
- Spot‑check systems to verify installation quality and commissioning readiness
- Report and manage commissioning and QC non‑conformances, ensuring timely close‑out
- Ensure compliance with ESSW requirements and appoint Authorised Persons (APs)
- Ensure commissioning activities are witnessed, signed off, and formally accepted
Interface & Stakeholder Management
- Liaise closely with:
- Construction and Engineering teams
- Commissioning specialists and contractors
- Equipment vendors and OEMs
- Review and approve vendor SAT and commissioning procedures
- Ensure client training is delivered in line with agreed schedules
Reporting & Handover
- Produce regular commissioning and quality reports for Project, Operations, and Engineering Managers
- Track snagging and system close‑out, providing monthly status reporting
- Ensure all documentation and certification is complete prior to final handover (e.g. Safe Electric / NICEIC)
- Support audits and client inspections
Business Support
- Support tender reviews and attend tender interviews where required
- Assist with recruitment and deployment of commissioning resources
- Identify emerging technologies and assess innovative approaches
- Assist Business Unit Leads and Engineering Managers with complex technical issues
Requirements Essential
- Third‑level qualification in Electrical Engineering, Building Services Engineering, or equivalent
- 8+ years’ experience in a commissioning, testing, or turnover leadership role
- Strong experience delivering data centre or mission‑critical projects
- Proven leadership and stakeholder management capability
- Strong organisational, reporting, and documentation skills
- Excellent communicator with the ability to influence at all levels
